France and the Netherlands have gone up against each other nine different times and France won every single one of those. This is the two nations first meeting since 2002 and both lost the World Group first round, forcing them to play in the semis to maintain their World Group standings for 2010. France was beaten by the Czech Republic in Ostrava, which was surprising since it was their first round defeat since back in 2000. In fact, France has only been absent from the World Group twice since the inception of the Elite division in 1981. This is the Netherlands first year back after being in the Europe Africa Group One for two years.
Obviously everyone is expecting France to take this after nine times winning against the Netherlands in the past. Seven of those were on clay courts and two were on carpet. Plus it doesn't seem to matter if the match is indoors or outdoors because out of those nine matches, France has won four indoors and five outdoors. However, the Netherlands may just surprise everyone by winning this match.
